Depends on what you want to do. \if your main interest is
diving then go to Palawan but for everything else Boracay
is the place. \It has everything - beautiful beaches, lots
of cheap places to stay and eat, nightlife etc. And
everything is in close proximity because its all on the one
small island. Palawan is far quieter but much more eco
aware etc. I have just got back from :Boracay and had the
time of my life, beach pristine and weather great but reef
just about dead. \have a great trip !

like david said, it depends on what you're looking for.
boracay is the place to go if you want a world class beach
with world class partying. it's got loads of choices for
accomodations, restaurants and bars. boracay definitely has
developed its own culture. there's a good mix of locals,
tourists and even the offspring of the two groups, since
    boracay's been a scene since the 80's.
the palawan experience is more solitary. the resorts are
small and intimate, but range from the affordable to the
exorbitant. club paradise in the north of palawan is not
bad. amanpulo, part of the uber-luxe aman chain is also in
palawan. in terms of diving, tubbataha reef is supposedly
one of the best in the world.
so if you're going with your partner and want to get away
from the hustle and bustle, i would recommend palawan. if
you're looking for a party, boracay is the ticket. which
ever you choose, you really can't go wrong.

has its own charm. I can tell you as much: I loved both
places (equally) but for different reasons. Palawan is
more peaceful, more laid back; and there's a lot more to do
and see over there. Boracay is idyllic by day, raucous by
night; but after you spend more than five days lazing on
the powder-fine sands boredom (for shame!) sets in.
There's only so much you can do on that tiny island.
However, Palawan is inconveniently situated in the
"northern" part of the Philippines and is thus prone to
typhoons and other upsetting weather disturbances, whereas
Boracay is in the Visayas and doesnt suffer from too much
bad weather. If you can afford to jet to both places then
well and good; but if you can only choose one, Boracay's
your best bet for August (right smack in the rainy season
[aggravated by La Nina]). Good luck!!!

I forgot. You can go island hopping on Honda Bay...choose
an island you like and flop on the sand for a week, a
    month, a year, a lifetime...

I'd like to suggest (for approx the same airfare) Manado,
Bunaken, Sulawesi. Seasonally, the time is right! Great
    diving. Beautiful.
Wherever you choose, have a great trip!

It all depends on how much time and money you have. I loved Palawan very much, especially El Nido but it is virtually inaccessable in the rainy season. We went in April, the dry season, and our jeepney still got mired several times and had to be pulled out. Roads in the north are very bad. But Honda Bay is supposed to be great.
Boracay is nice, the beach had green algae when we were there last month but it is still very beautiful and lots of FUN. If you do get bored, just north of Boracay is the lovely province of Romblon. Romblon Island has gorgeous beaches with NO ONE on them, places to stay well off the beaten track. So it all depends what you like to do. If you have enough time, do them all!!
