Canadian working visa

I am an Aussie planning to fly into Canada in early
December, after being in Africa and UK for a couple of
months. I want to get a Canadian working visa, however I
have been told that you need to be in Australia to receive
it. Has anyone else overcome this problem? Also, I have
been told that they are no longer giving out visas for
99..so I'll have to wait until 1.1.00 before I can even
apply for one. I was thinking I could fly into canada as a
tourist then go to the states for a while...get my family to
send it over to me then go back into Canada. Will this
work? Any suggestions?

    Yeah I had read you had to be in the country to recieve
    this as well, i'm also an Aussie, but you never even deal
    with one live person to get it. I rang up the consul and
    left aa answering message from recorded voice prompts,
    (this obviously doesn't need to be you). the application
    then arrived in the mail which I filled out and sent. #
    months later I received my visa. Obviously this can all be
    done from another country with the help of a friend or
    family member ringing the consul for you forwarding the
    info on to you. you posting it back on to them for them to
    forward and then them forwarding on the visa when they
    receive it.
    However apparently the visa office closes early. HTey only
    offer 3000, and this was closed by August last year and
    then you realy do have to wait until 1-1-2000.
