Can you please let me know is where a good place to stay in
San Diego? Old Town, Gaslamp or Downtown districts? What
is a good budget hotel, under $60USD?

Couple of things first. The Gaslamp is part of downtown. Most
downtown hotels cater to the convention crowd. Gaslamp is
really great at nite but not much happening in the day. From
downtown the bus and trolley system can get you to most
tourist sites. Fact is if you call the bus company and tell
them where you want to go they can give exact routes. Old
Town is good. Trolley station there as well as bus service.
Another area would be one of the beach neighborhoods..either
Ocean, Mission or Pacific Beach have smaller, cheaper motels.
Mission Valley has lots of hotels catering to tourists but is
best for people with a car. Here are a couple of websites

How about Hotel Circle street? I made a booking for Motel 6
on Hotel Circle street North.
Hotel Circle is in the west end of Mission Valley. The Motel
6 is not too far from Old Town.
If you want a different place to stay why not try a youth
hostle? the are several in SD. there is one on Newport Ave in
Ocean Beach. It is lots of fun and there are lots of traveler
from around the world who stay there.
If you don't want the hostel thing, you can try the J Street
Inn at 3rd and J in dowtown. Rooms run $44.
Is a good place that allows you to walk from the Hotel to
Gas Lamp yet stay in a quiet nieghborhood.
