Syrian visa in Istanbul?

Is it still possible to get a Syrian visa for an American
citizen in Istanbul?
I have seen conflicting statements about the need for a
letter of recomendation from the US embassy. Do you need a
letter? How do you get one?

    The official line is that you have to go to the American
    Embassy on Ataturk Blvd in Ankara, figure out how to get in
    to the consular section, and get the letter to take to the
    Syrian embassy. This has to be started first thing in the
    morning in order to get it all done in one day.

    I just got my Syrian visa here in Istanbul yesterday, and there was no problem. I got a double entry visa for 50 dollars. My girlfreind, however, who is an Argentine citizen, did need to get a letter, and there is no Argentine consulate in Istanbul. In the end however, we just called the embassy in Ankara and they faxed here the letter on the spot.
