Where to go?

I am 16 years old and I thinking of going on an exchange.
But where should I go?
I love the beach and the snow, Anywhere else is just
totally straight off the list.
I love surfing, but I also love snow skiing.
can anyone help me?

   The local mountains are ok and then better 5 hours away and
   even better more hours. The surf is ok also
