from Canada can I call a cell Phone (regesterd in spain with 8 didgets ) to New york where they only have 7 didgets?

    What are you saying? If I got it right, it is something like
    this:

    You are in Canda calling from a "normal" phone.
    You have a friend with a cell phone from Spain.
    This friend is now in New York with said cell phone.

    If this is right, then calling his cell phone number (in
    spain) will either result in no-go - or will result in his
    phone company forwarding the call to his phone whereever he
    is in the world (provided he has a service called
    international roaming). This might NOT include the United
    States, as I think their cell phone system is not GSM
    (european standard) compatible. All you can do is try
    calling the number and seeing if it works.
