Is it possible to teach English as a Second Language in
Latvia, Estonia, or Lithuania, without a TEFL certificate?
If so, where is the best place to get started? If not,
what is the best thing a person should do to get involved
with the profession the quickest?

... contact the schools directly I know that in Estonia
there is a list of basic and secondary schools
    http://tartu.euedu.ee/koolid/ or
    http://www.edu.ee/
The smaller the place the easier to find job without
certificate (I hope you do have other papers proving your
ability to teach english, diploma or smt.) Also you should
be aware that official english textbooks are based
on british english. If you do have degree in English, then
you could contact also British Council (head office in
Riga). Also I would imagine the cultural atache in embassie
might know a thing or two. Good luck.
