Hi,
My visit visa application has been rejected by Italian
embassy withou a reason. Can I appeal against this decision
to any Italian Tribunal? What are the procedures?
Please advice me.
Thanx in advance.

Ski or hike in from switzerland. They don't require visas
from anyone. They're neutral. How did you ever get into
    Oman?

As the embassies of your own country most other embassies in
the world reserve the right to refuse visa applications
without telling you the reason. Therefore you have no title
    to appeal.
A suggestion: visit other countries instead where you either
do not need a visa or where the embassies are more friendly
towards you. That is what I am doing. For example I once was
refused a visa to the former communist Czechoslovakia. I
just had to wait three years and this state finished to
exist, is no longer communist and has split up into two
other states (As your own did it once, too, and one of its
successors did it once again). And now I can freely visit
its whole territory even without needing a visa. Therefore:
    just remain patient!
Or wait until Italy (and other countries) do not ask for a
visa from citizens of your country. This surely will happen
as soon as they get aware that no longer the threat of
illegal immigration of nationals of your country exist. This
is the main reason for many countries claiming for a visa -
and the others do it as a retorsion.
The Human Rights Declaration only claims the right of
everybody to leave freely his own country and to return to
it (This my right was violated by just that Czechoslovakia
in 1945 - Benes crime), but it is nowhere written that it is
a Human Right to enter an other country than your own. To
allow or not allow foreigners to enter a country is one of
the most important issues of every countries sovereignity.
Switzerland - as suggested by pere lachaisse - is not an
option since almost all people from the world with the
exception of Western Europe, some Central European
countries, USA, Canada, Japan and a few other countries need
a visa for Switzerland. And even if you are legally in
Switzerland and you cross the frontier to Italy e.g. on skis
over the montains - there exist many very attractive routes
to do it, but you would need specific alpinistic experience
    - without the necessary documents that is one of the fastest
ways to find yourself soon back in India. If you do that for
example to Austria (very attractive routes on skis
over the frontier, too) and your illegal stay would be
detected it could even lead to your death under the
transport back home as it happened some weeks ago to the
    Nigerian citizen Marcus Omufuma.
