I haven't been there, but in much of eastern europe, lots of
language schools will always have a few computers available
that the public in general doesn't know about. Usually with
faster, cheaper & friendlier service than those that might
cater to tourists or other sites that may be officially
listed
I spent 3 weeks travelling in Croatia last year and found
plenty of internet cafes in the larger cities of Zagreb,
Pula, Dubrovnik and Split. Best place to go for information
is the local tourist bureau who were always very helpful in
pointing me in the right direction.
The ones I can remember are a superb cybercafe in Zagreb
called art net club that also doubled as a performance art
space, showing local films and art exhibtions. Can be found
at 25 Preradoviceva. Cost 40 kuna per hour. I even managed
a few free beers from the friendly bar staff. In Pula, cafe
called elektroimpex at Ivana Cankara 4 (30 kuna per
hour).Very relaxed but full of school kids playing latest
video games.
