You have attempted to delete a file that is in the folder where Windows stores files that are needed to run the operating system. Unless you know what you are doing, you are advised not to delete any files in this folder.
If you are sure that you want to delete this file, you need to disable the option that protects the Windows files. This is done from the options panel.
