  19.      This package contains the zic time zone compiler, the zdump
  20.      timezone dump routine, and various timezone library
  21.      routines.  These functions deal with variations in the
  22.      time zone rules in the world.  A database of local rules
  23.      is included; if you find errors please report them.  The
  24.      compilation and maintenance of the timezone data is an
  25.      on-going task.
