Section 1. GENERAL
1.1 DOCUMENTATION.
The purpose of this documentation is to provide a brief
description of the FCC Frequency Retrieval System. The user's
guide is not intended to be all encompassing in its scope or to
answer all possible questions regarding the operation or
capabilities of the program. It is hoped that the Help Screens
included within the program will answer most users questions.
Operation of the program has been made as simple as possible and
most menu choices should be clear to the user.
1.2 BACKGROUND.
The FCC Frequency Retrieval System is the brainchild of Matt
Amis, AA7LP and Gene McAvoy, KG7XD. It was developed in order to
fill a need that became apparent when the FCC database became
available in computerized form. The original FCC database is in
an ASCII format and due to its size is quite unwieldy to handle
and very time consuming to search. The frequency retrieval
system is a compiled program written in Clipper and makes
searching and retrieval of frequency information a very quick an
easy task.
1.3 SYSTEM REQUIREMENTS.
As with any database handling software, the larger the database
to be handled, the more time it takes to complete a given task.
Conversely, the more powerful the computer system being used, the
faster the handling of the database becomes. In development of
the program, most operations were done on a 286-12 Mhz system
using a limited data set. Most testing operations of the program
were done on a 386-33 Mhz machine with a complete data set for
the state of Washington which comprised nearly 50,000 records.
As an example of performance, the 286 system with a 1000 record
database will pack and re-index within less than 3 minutes. The
386 system performs the same task using the 50,000 record
database in about 20 minutes.
Another important factor to consider in handling large databases
is the amount of hard drive space that is needed for operation of
the program. Typical disk space requirements can range from a
low of 5 megabytes to as high 20 megabytes or more, depending on
the state selected. Naturally, if you purchase California, you
will require FAR more disk space than if you bought Rhode Island!
The FCC Frequency Retrieval System uses a unique system to
dynamically create index files as a database is selected. This
method greatly reduces the amount of memory that is needed for
the program and allows for much faster processing of information.
Six individual indexes are created when the database is selected
which allows for many variations of information retrieval. Each
index file requires a certain amount of hard disk space which is
proportional to the overall size of the database in use.
Considerable variations in the amount of hard drive space
required can be expected depending on which database set you are
using the program with.
Since the program is theoretically capable of manipulating
databases of any given size, the only limitations to be dealt
with are hard disk space available and system operating speed.
Through much experimentation with state and county databases we
have found that the most 'memory-conservative' way to use this
program is to consider first what data is most important for your
interests and then to use the utilities contained within the
program and build a custom database(s) for your specific tasks.
This method allows you to narrow the field of records handled and
thus limits the size of the index files needed by the program.
Since all of the original files are retained on your backup disks
nothing is lost when un-needed data files are deleted from your
hard drive.
1.4 BASIC HARDWARE AND SOFTWARE RECOMMENDATIONS
As noted earlier, the system has been operated on several systems
with varying degrees of performance. Although designed for
optimum performance on today's newer systems, the program will
nonetheless function on older machines.
1.4.1 The minimum hardware configuration is as follows:
o - 640K random access memory (RAM)
o - Sufficient hard disk space (see section 1.3)
o - One 360K double-sided, double-density disk drive
- or -
1.2 megabyte high-density 5.25" disk drive
- or -
One 720K double-sided, double-density disk drive
- or -
1.44 megabyte high-density 3.5" disk drive
o - Color (EGA or VGA; preferably VGA) or
Monochrome monitor
o - Printer - (Optional)
1.4.2 The minimum operating system is:
MicroSoft Disk Operating System (MS-DOS) 3.30 or newer. Users of
MicroSoft DOS Version 6.0 are reminded to read the DOS_6_0.TXT
file provide on the program disk.
Section 2: GETTING STARTED
2.1 SYSTEM BASICS.
This section describes the basics for using the FCC Frequency
Retrieval System, such as: where to get help, important keys to
know, and some features that are designed to make your use of the
program more efficient and less time-consuming. In addition,
you'll find vital information about exporting database
information.
2.2 PROGRAM INSTALLATION.
The SHAREWARE FCC archive has been archived with PKZIP, Version
2.04g. This version contains a sample FCC database for use with
the FCC Frequency Retrieval System, although the registered
version comes complete with a database for any state in the US.
The SHAREWARE version of our FCC program is fully functional, but
will you will be required to register it in order to use any
other database. Please see the FCC.DOC, ORDER.FRM and
REVISION.HST files for information pertaining to the
installation, operation and ordering of this program.

If you are running a REGISTERED version of FRS, you will also
have:

To install the FCC Frequency Retrieval System, simply place the
program disk in your floppy drive and type "INSTALL x:", where
the "x:" refers to the drive you wish FCC to be installed. NOTE:
You MUST include the ":" when specifying the drive or you WILL
have all sorts of problems. The install program will check
several items, specifically, that all required files are present,
that you have specified a proper drive and/or directory, whether
you have enough disk space for the complete state being
installed, etc.
During the install, the program will copy all required files from
the program disk to the drive and directory you have specified;
will extract the state database requested and will finish by
building the six necessary index files for operation of the FRS.
When complete, you will be placed in the directory you have
installed the program on. To run FCC, simply type "FCC" at the
DOS prompt and press enter (or return). The rest is easy!
Be sure and remove your master program disk and place it in a
safe place.
Once all files have been installed (or unzipped), simply type FCC
to begin the program. The first time FCC is run, the program
will check to ensure that all necessary files exist in the
directory where FCC was started. If any are not found, the
program will inform you of the missing file(s) and return to DOS.
It will also look to see that your CONFIG.SYS file has at least
50 files and 10 buffers. If it does not, the program will ask if
you wish to change the file to replace or insert the correct
values. If you opt not to make any changes at the time you run
the program, it will continue to run, but be aware that you may
run into problems later. It is strongly recommended that your
CONFIG.SYS contain (at a minimum) the following settings:
FILES=50
BUFFERS=10
Additionally, for maximum system efficiency, your AUTOEXEC.BAT
file should also contain the following:
SET CLIPPER=E:000;F:49
If your computer system has EXPANDED memory, then feel free to
change the <E:000> setting to whatever amount you prefer. For
example, if you have 64Kbytes of EXPANDED memory available for
use by FCC, then you would change the above line to read:
SET CLIPPER=E:64;F:49
NOTE: Please be advised that many systems do not reliably utilize
expanded or extended memory. ScanWare recommends that for
complete reliability, you set the F parameter to F:000
Once run, the following files will also be created:

If this is the first time you have run FCC, it will look for the
main database file FCC.DBF. If it does not find one, and you are
running the SHAREWARE version of FCC, the program will terminate
and return to DOS. If you have the REGISTERED version, the
install program will have previously created the FCC database
from the state of your choice (from the state database(s) you
purchased).
During the building of the FCC.DBF file, or when you select a
different database, the program will present you with a window
showing all available databases. Upon selecting a database to
use (you may use only one database at a time), the program will
copy the selected database to the file FCC.DBF. If you have any
data in FCC.DBF that you do not wish to loose, the program will
prompt you and ask whether or not the FCC.DBF file should be
backed up before continuing. Upon completion of building the
FCC.DBF file, the program will rebuild all indexes and return you
to the menu.
The SHAREWARE version will not allow the following:
o - Creation of the FCC database if it does not exist.
o - Use of any other database other than that provided.
Section 3: SYSTEM OPERATION
3.1 HELP - (F1)
On-screen help is available for nearly every field. If you have
a problem or need clarification, press the F1 key. Help screens
are sometimes larger than the window they are displayed in. To
view the entire text, use the up, or down-arrow keys to scroll up
or down. Some of the larger Help Screens also allow you the
option to print out the material contained therein.
If you press F1 a second time, you will bring up an index of all
available help topics.

KEY FUNCTION SPECIFICS
----------------------
MOVEMENT KEYS
-------------
The cursor movement keys on your keyboard will control your
screen view of the database. While in the Browse mode the left
and right arrow keys move the display columns to the left or
right respectively. The up and down arrow keys move the display
cursor up or down one selection in the database. The PgUp and
PgDn keys move the display cursor to either the next or previous
screen of data.
In addition, the Ctrl key can be used in conjunction with the
cursor movement keys to produce other movements on the screen.
Ctrl-Home will move the display to the leftmost column while
Ctrl-End moves it to the rightmost column. Pressing Ctrl-PgUp
will move your view to the top of the current data file and Ctrl-
PgDn moves you to the bottom of the file. Ctrl-Left and Ctrl-
Right will pan the entire screen to the far left or far right.
EDIT MODE
---------
In the registered version of the FCC Frequency Retrieval System
you have full editing capabilities of all items in the database.
While in the Browse mode, pressing Enter on any data item will
allow you to edit that item. Editing mode is indicated by a
flashing cursor. When in the editing mode a number of addition
Ctrl-key functions become available. These are outlined in the
table below:

SEARCH (S)
----------
The Search function is a powerful utility which allows you to
locate records using a sequential search within the selected
index. The search can be alpha or numeric depending on the
index. The [S]earch function is case-sensitive. Always depress
the Caps Lock key before beginning a search.
If you press "S" to search, and if the current controlling index
is of character type, you will jump quickly to records that match
the characters you are entering. As letters are added to the
search string, it is redisplayed centered along the top of the
browse window. You may press backspace to erase the rightmost
character of the search string. If Frequency is selected as the
active index you must enter at least one "0" at the beginning of
your search. For example: to find the frequency 158.880 MHz, you
must enter 0 0 1 5 8 . 8 8 0 - The leading zero(es) are required
as is the decimal point. You will note that the program is
sequentially searching the data as you enter each digit. You may
in fact not need to enter all of the digits before finding the
frequency you are searching for. If after several digits are
entered the search appears to have stopped it indicates that no
matching frequency is listed beyond your last entered search
digit.
SWAPPING INDEXES (Alt-I)
------------------------
The FCC Frequency Retrieval System creates six index files to aid
in rapid manipulation of the database. The six files are:
1. Assigned Frequency
2. Service Code (SC)
3. Station Call-sign
4. County
5. City
6. Name of licensee
You may cycle between them by pressing Alt-I. The active index
is displayed at the bottom of the screen.
LOCKING DISPLAY COLUMNS
-----------------------
You can lock the leftmost columns on the screen by pressing L in
the browse window and following this by the number of columns you
wish to lock. The feature prevents the locked columns from
horizontally scrolling off the screen when the selected fields
are wider than the display screen.
CREATING DATABASE SUBSETS
-------------------------
The [Alt-S]ubset routine is a powerful function which allows you
to limit the range of the data which is to be considered for any
operations within the database. This feature allows you to view
or print very specific selections regardless of the total
database size. It can greatly decrease the amount of time needed
for searching and processing information requests within the
program.
The alternate subset is derived from the current index and is
defined by setting low and high search limits for the database.
In this way the selection can be narrowed down as desired by the
user.
QUERY BY EXAMPLE
----------------
By pressing Q while in the Browse mode you can perform a query-
by-example to find the next record matching specific criteria.
All you need do is fill in the blanks. Complete as many fields
as you want to narrow the search criteria. All query-by-example
searches are case-insensitive. Always begin your Query from the
top of the database to ensure that all records are searched.
Press <Ctrl-PgUp> before you begin the query.
If you want to search for a field that contains a certain value,
you may enter that value surrounded by two periods ("..") on
either side. For example, if you wanted to find the next record
that contains the call-sign AA7LP in the call field, you could
enter "..AA7LP.." for that field. The information you enter
becomes the Active Query Condition. The next time you press Q
you will be given the option to repeat the search string using
the active query criteria (which saves you the bother of re-
entering it).
The active query condition can be now used to limit output. See
the entry below for more information on the Output selection.
OUTPUT
------
You can easily print database records directly from the screen.
If an active query condition has been defined as outlined in the
previous section, only those matching the active query condition
will be printed. Output will also respect any data subset
selections that you have made using the Alt-S selection. The
Output selection prints only those fields which you selected upon
entering the Browse mode.
This feature allows you to customize printouts with ease. If the
width of the selected columns is greater than 80 characters, you
will be informed of this and asked if you wish to continue. If
the width is greater than 132 columns, you will also be asked if
you wish to continue. If you do, and the width is greater than
132, the output will be truncated to a total overall width of 132
characters.
VIEWING RECORDS
---------------
Pressing V from the Browse screen will allow you to View all of
the data for a given record regardless of which fields you have
selected to work with. While viewing a record, you can use Up
and Down arrows or press N or P to jump to the next or previous
record, respectively.
FREQUENCY REPORT GENERATOR
--------------------------
This powerful utility portion of the program allows you to define
various subsets of your main database. By employing this method
you can actually build smaller databases for general or very
specific uses. These databases can then be saved as totally
separate DBF files and used with their own indexes. This is the
feature which greatly enhances the speed and efficiency of your
system by allowing you to tailor your database to your specific
needs.

Edit Window/Status Line
-----------------------
When you enter the notepad, the edit window takes up nearly the
full screen. You will be prompted to enter the name of the file
you wish to edit.
There is a status line at the bottom of the screen, which
displays the name of the file being edited (minus the directory),
the current line and column position of the cursor, the left and
right margins, and the status of wordwrap and insert modes
(displayed when active as "<Wrap>" and "<Ins> respectively).
When a file has been edited, an asterisk will appear at the right
side of the top row next to the "Alt-H=Help" message.
Current Directory/Wildcard
--------------------------
The notepad gives you the ability to change the working directory
and/or filemask at any time. When you first enter the notepad,
the current directory will be set to the default DOS directory,
and the wildcard will be set to "*.*". If you would like to
change either the directory where the notepad looks for files or
the wildcard used (e.g., "*.TXT "*.PRG"), press Alt-Y and enter
the new information. You do not have to enter slashes in front
or back of the directory name UNLESS you include a wildcard. For
example, to change the current directory to "\FCC\" you need only
enter "FCC". However, if you want the note-pad to look for all
the .TXT files in subdirectory FCC, you must enter "\FCC\*.TXT".
If you enter just the wildcard, the current directory will remain
unchanged. If you enter a directory name only, the wildcard will
be reset to "*.*". If you press Enter without typing in
anything, neither the current directory nor the wildcard will be
changed.
Examples: let's assume that your application is in a subdirectory
named \FCCFILES. The initial current directory/wildcard will be
set to "\FCCFILES\*.*". If you press Alt-Y and enter "*.TXT
<CR>", the directory/wildcard will be changed to
"\FCCFILES\*.TXT". If you wish to change to the "\FCC"
subdirectory, press Alt-Y and enter "FCC <CR>". The
directory/wildcard will then be changed to "\FCC\*.*". Suppose
you then want to look at only the .TXT files starting with the
letter T in the directory \FCCFILES\NOTES. You would press Alt-Y
again, and type in "\FCCFILES\NOTES\T*.TXT".
Files - Changing, New, Default
------------------------------
When you press Alt-N to edit a new file or Alt-W to write to
another file, a scrolling window will appear containing all files
that match the current directory and wildcard mask. The directory
and wildcard mask will be shown at the top of this window for
reference. Note that files with the following extensions will
not appear in this directory, based on the assumption that there
should be no need to edit binary files: .EXE, .COM, .DBF, .NTX,
.DBT, .NDX, .OBJ. If you wish to strip out other types of files,
you can easily modify the line of source code that contains these
extensions.
To select a file, move the highlight bar to it and press Enter.
To create a new file, select the option "NEW FILE", then enter
the filename. Pressing Esc will abort the file selection
process.
If you attempt to write to a file that already exists, or append
from a file that does not exist, you will get a non-fatal error
message to that effect.
Alt-B: Block Commands
---------------------
Blocks of text may be deleted, copied, moved, printed, or case
converted. You must first mark a block by pressing Alt-B at the
beginning, and again at the end of the block. If you wish to
move or copy this text block, move to the target location. Then
press Alt-B again to get a pop-up menu of block commands ("Move",
"Copy", "Kill", "Print", "Uppercase", "Lowercase", "Erase
Markers"). Select one by highlighting it and pressing Enter.
Insert/Wordwrap
The start-up values for these modes is on. They may toggled off
and on at any time by pressing Insert and Alt-W, respectively.
The status of these modes appears at the right side of the status
line. Also, the cursor size will change from large (insert) to
small (overwrite) based on the current mode, just like a <I>real
word processor.
Alt-K: Kut and Paste
--------------------
You may cut and paste portions of the underlying screen into the
paste buffer, which can then be inserted into your document.
Press Alt-K to restore the underlying screen. Use the arrow keys
to place the cursor at the beginning of the block to be marked.
Then press Enter to begin highlighting the block. Move the arrow
keys to highlight the desired block and press Enter once again
when you are finished. This block will then be loaded into the
paste buffer for future insertion with Alt-I.
If you begin to highlight an area and then change your mind, you
can press Esc to exit without changing the contents of the paste
buffer. Alt-L: Page Length
The start-up page length for printing is 60 lines. You can
change this at any time by pressing Alt-L.
Alt-M: Margins
--------------
The start-up margins are 1 and 80. However, you may change these
margins at any time by pressing Alt-M and entering the desired
values. When you change the margins, the on-screen display will
adjust to reflect the new margins. You may use larger values for
the right margin than would appear on the 80-column screen. In
such instances, you should toggle wordwrap off and scroll to the
right to display text beyond the on-screen right margin. The
current values of the margins appear on the status line.
Alt-P: Printing
---------------
You may print the current file at any time by pressing Alt-P.
Printing may be aborted at any time by pressing Esc. The format
of the printed page is determined by the current settings of the
margins and page length. Alt-R: Search and Replace
You can search and replace for all or for only a specific number
of occurrences of a character string. When you press Alt-R, you
will be prompted first to enter the search string, then the
replacement string. You will then be asked if you want to
replace all occurrences of the search string. If you answer "N",
you will be prompted to enter the number of occurrences to
replace. Please note that the search begins at the top of the
file and continues either to the end of the file or until the
specified number of occurrences have been replaced.
Alt-V: View Buffer
------------------
Use this option if you want to view the contents of the paste
buffer. This will show you what will be inserted into your
document if you press Alt-I.

4.2 TECHNICAL INFORMATION
The FCC Frequency Retrieval System was written using 100%
Clipper, Version 5.01a. Compiling was generally done on a 386-16
machine, which was running DOS 5.0. The editor of choice for all
ScanWare projects is The SemWare Editor (TSE) by SemWare
Corporation. (Previously, we used Qedit). Extensive use is made
of the Grumpfish Library, without which this program would never
have been possible.
The complete FCC System currently consists of approximately 7,070
lines of code in all program modules. (This does not include the
thousands and thousands of lines of code contained in the
Grumpfish and Nanfor Libraries). The memory requirements
reported by Clipper at the end of compilation is about 308K while
the compiled EXE currently stands at about 457K in size. The
system utilizes Clippers internal dynamic overlays, allowing any
size program to run with a relatively small amount of memory.
