The file civ.imp is an Improv Spreadsheet showing the Civilization Improvement Map Structure. This is only really useful if you have cc2.exe, which allows you to edit the Improvement Map double-word for each city in a saved game. Select the structures you want, turn on the appropriate bits, convert to a hex double-word, and use the editor to insert it into the .sve file.
