A LEASED LINE normally is just an open line with NO DIALTONE & no
RING, connected at all times. A modem will not AutoAnswer if there is no
RING into the modem. There is a cheap part, which with a momentary
pushbutton & 5vdc input, will output a 5 watt RING, so should work with a
normal leased line.

You just push the button at the same time you dial with the local
modem, and the modem on the other end will AutoAnswer (ATS0=1&W). You dial
with ATX1D because there is NO DIALTONE and X1 tells the modem to ignore
dialtone.
Cambridge Electronics, Sommerville Mass. makes this device. a Micro
Module UU-BMR $33, 5-pc $29 (can be had w/ either 5vdc or 12vcd input).
