  15. Subject: MGT - Semantics 2/7 - Civil Defense

  17. Semantics is the basis for the majority of misunderstandings or
  18. disagreements. Semantics: the definition of words. A word that
  19. means one thing in one part of the country can mean either
  20. nothing or something else altogether in another part of the
  21. country. Let's discuss some of the common position titles most of
  22. us have heard at one time or another. Some of the titles apply to
  23. paid staff, others to volunteers, and some are held by both.

  25. CIVIL DEFENSE. This term is still used by many jurisdictions. In
  26. others it has been changed to emergency services, emergency
  27. management, disaster preparedness or similar name --- but it's
  28. role is still the same. In some jurisdictions the civil defense
  29. official is principally a planner and delegates all or most
  30. activities to departments in the jurisdiction. In other
  31. jurisdictions the position has command and control authority and
  32. responsibility. The CD official may directly supervise the RACES
  33. program in some jurisdictions. In others it has been delegated to
  34. another department head. The final authority and responsibility,
  35. however, always rests with the civil defense official.
