  7. To all radio amateurs

  9. Amateur Radio Emergency Service (ARES) and Radio Amateur Civil
  10. Emergency Service (RACES) operators are currently establishing
  11. emergency communication in the aftermath of this morning's
  12. earthquake in the San Fernando Valley. Operators are assisting
  13. police, fire and other local emergency management officials with
  14. local VHF communications.

  16. Amateurs are advised that operators in the affected areas must give
  17. priority to meeting immediate emergency communications demands.
  18. Amateurs must not transmit on emergency net frequencies, except when
  19. directed to do so by net control stations. When the situation has
  20. been fully assessed and order restored, operators may be able to
  21. provide health and welfare message services out of the affected
  22. areas. Priority will be given to outgoing messages since most
  23. amateurs in the affected areas will be unable to deliver incoming
  24. messages until phone service is restored and roads repaired. Welfare
  25. inquiry traffic should not be accepted from the public until
  26. authorities in the affected areas indicate they are able to process
  27. such inquiries.
