  17.   A programmers utility that allows the creation of resource files. Resource
  18.   files are commonly used to store information that would normally be stored
  19.   in separate files or coded into the actual program. This is  done  because
  20.   most  of  time  the  program  may  not  require   recompiling.   A  simple
  21.   (documented) format is used to build resource files that can  be  accessed
  22.   from any programming language. A resource file can  be  used  for  storing
  23.   video drivers, help information, map files  (for  game  programmers),  and
  24.   various other types of information. The Resource Editor can also  be  used
  25.   to create installation files. A general purpose loader can be  written  to
  26.   access the contents of the resource  file  and  extract  the  contents  to
  27.   appropriate drive/directory.
