\|PHONE PREFIX / DIAL OUT HEADER
\~
\~PUBLIC ACCESS gives the site the capability to allow their patrons to call services of their patrons own choosing (see 'CALL YOUR OWN SERV') rather than selecting a pre-configured service from the list of supported services. If the site allows this feature (toggled to 'ON') then two things have to happen. 1) The site needs to be careful what phone number prefixes are dialed by your patrons and, 2) What video emulations they may choose. The prefix problem is addressed here in this screen. The issues are what sequence of numbers are allowed 'Y' (or 'N' not allowed), and what, if any, per minute surcharge should be assessed if a number starting with this number sequence is dialed.
\~
\~You can enter ADD/DELETE, ALLOW/NOT ALLOW phone prefix's
\~
\~Dial Out Header field should be left empty if your system expects to dial straight out when connecting with remote services. If your system has call waiting then place a '*70' in the Dial Out Header field. If your system requires a '9' to get an outside dial tone then place a '9' here in this field. If your system does require a '9' to get an outside dial tone and you support credit card processing, then you will also have to change the phone number sequence in the MAPP setup screen. You can do that by selecting option '6' (MAPP SYSTEM) from the main system menu and entering a '9' in front of the 800 number. It will not look pretty, but it will work.
\~

\~
\~This is the phone number prefix code that you wish to ALLOW 'Y' or DISALLOW 'N' in the appropriate field below. Any number that the system operator or a patron enters in the system is checked against these prefix codes. If a match is found then the 'Allowes' field is checked. If it is allowed then the associated rate is set for any calls to this number. The prefix code can be any lenght. If you put a '1' by itself here then no phone numbers originating with the number '1' will be allowed if it is not allowed (set to 'N'). Strongly suggest that the '976' and '1900' be kept here as not allowed. The prefix codes are stored here without any number separators such as '-'.

\~

\~
\`PASSWORD\~
\|SYSOP PASSWORD
\~
\~This will be used to prevent unauthorized access to the system prompt. As long as the programs you install do not allow the patron to exit to a new shell or any access to the system, then only the SYStem OPerator (SYSOP) will have access to the system prompt and thus the hard disk.
\~
\~The patron cannot at anytime get access to the system prompt while using PUBLIC ACCESS's PATRON MODE, PCPLUS(r) or PRODIGY(r) communications.
\~
\~The password should be simple enough to remember, but not to simple as to make it easy to guess.
\~
\~Note A: The password will be asked for in two places...
\~1) When trying to leave PATRON MODE and return to the system module.
\~
\~2) When using PATRON MODE to demo a program. You type the system password in the patron's first or last name field. The system will determine that you are running the system in DEMO mode and will not charge for the session.
\~
\~Note B: Access to the system prompt is totally controlled when the system is running in conjunction with just PROCOMM PLUS (PCPLUS). Other programs will sometimes allow access to the system prompt through back doors that allow an exit to a new DOS shell. Some of these programs can be configured to prohibit exiting to a new shell. It is the Sysop's responsibility to control what programs are supported and launchable from PUBLIC ACCESS and to configure these where possible to control access to the system prompt. If the sysop wants to offer programs that do allow access to the system prompt, then it is strongly suggested that you keep full system backup off to the side just in case the patron causes a system crash by some means.

Conceivably, if someone sits down and picks a service and could not logon (the service was busy) and they quit and left there could be no charge at all. Also the system could be configured to have several free APPLICATIONS or COMMUNICATION SERVICES and the patron could use these for an hour or two and leave with no charge.

\|DEFAULT LONG DISTANCE CALL SURCHARGE
\~
\~Since this system gives the patron a chance to call any phone number over the switched (dialup) telephone network there must be certain controls imposed to protect your site's phone bill.
\~
\~All long distance calls can be controlled (allowed or not allowed) from this set up screen by chosing the [F3] Prefix option below.
\~
\~It is recommended, in the interest of not having an irrate customer, that you set this default surcharge rate to be roughly in line with what your long distance carrier charges you for the same call.
\~
\~Check with your Long Distance Carrier and find out what they charge for calls per minute on their long distance network (usually measured in 6 second intervals).
\~
\`MAXTIME
\|EVENT TIME WINDOW
\~\|[M ] (M=Minutes)
\~
\~Enter the number of minutes in an EVENT TIME WINDOW. It is possible to have an event time window with now charge.
\~
\~Example: If 60 minutes is an event and if the rate for an event is $2.00, then you would be charging a patron a flat $2.00 per hour to use your system. Unlike charging a customer $.05 per minute this event time is not prorated to the minute, but instead is accessed in total and is incremented on each tick of the event clock. Any use from the minimum (i.e. 2 minutes) to the maximum time of 60 minutes, would be 1 x $2 = $2.00. From 61 minutes to 120 minutes would be 2 x $2 = $4.00 and so on.
\~
\~When the total EVENT minutes are reached at the end of each event window the event clock ticks and a new event charge applied.

\~The patron is expected to QUIT the system and receive a final accounting when they are done. If by some chance a patron just walks away from the system without quitting, then the system will keep track of the inactivity of the keyboard and will assume any activity on the keyboard after the number of minutes in this TIMEOUT field might be a new user and test the patron before continuing. If the test fails then the system resets to protect the previous patron.
\~
\`PREAUTH
\|PRE-AUTHORIZATION AMOUNT
\~
\~Suggest amounts from $50 to $200.
\~
\~You will want to verify that the credit card they are using is in fact a valid card and that they are the valid card holder. In addition, you will want to verify that there is sufficient credit left on the card to accommodate any charges they may run up while using this system and in some instances the system they are planning to call.
\~
\~Any amount you set up here in this field will be pre-authorized prior to the patron logging on anywhere, and will reduce the amount of available credit on their card for a period of days until the actual charges clear. If you use a number to high the customer may balk at using the system or a least complain about the possible disruption of available credit on their card.

\~
\~'CASH ONLY' will control the charge screens where and when you have set a rate greater than '$0' for any service or part of service.
\~
\~'CASH and CREDIT' and 'CREDIT ONLY' will only work if you have specified at least one credit card type you will be willing to accept and you have a modem connected to your system with a baud rate greater than '0'.

\`AVSOPT
\|ADDRESS VERIFICATION RATING
\~
\~The Master Card Network gives an approval or disapproval on the card number first (the card is good or not good) and then tags on a Addresss Verification System (AVS) CODE to provide some feed back to the site on whether the card user has provided the correct address information along with the card. People operating with stolen cards may have valid cards but not know the correct billing address that goes along with the card. If they enter the incorrect address and/or zip code then the card may be stolen. The AVS rating then gives the site an opportunity to check for this rating and deny the use of it. The flaw in the AVS system is that people often will spell the address slightly different than that on record with the MC network (ie St. instead of Street or TR instead of Tr.). The Zip Code is more precise, but easier to guess at by would be criminals. 9 Digit (Zip+4) is harder for criminals, but most people still have not learned their Zip+4 (9 digit) Zip Codes. The site system operator has some flexibility here to evaluate the AVS response to one of three levels.
\~
\~Option E: Any Correct Element: Either Address, 5 digit Zip Code, or 9 digit (Zip+4) Zip Code.
\~
\~Option A: Address must be correct, but provided Zip Code may or may not match.
\~
\~Option 5: Address must be correct and at least 5 digit zip code must match, 9 Digit Zip Code may or may not match.
\~
\~Option 9: Address must be correct and all 9 digits of (Zip+4) Zip Code must match.
\~
\~Option N: No AVS. CASH ONLY system
