  12.                 National Guard tests its troops'
  13.                ability to control a civil uprising

  18. Los Alamitos -- Hundreds of California National Guard troops
  19. converged on the Los Angeles area Wednesday to test their ability
  20. to control a civil insurrection.
  21.      The exercise, involving about 1,500 soldiers and more than
  22. 13,000 support personnel, stemmed from the rioting that rocked
  23. Los Angeles last spring after the acquittals of four police
  24. officers in the Rodney King beating trial.
  25.      The four officers now face federal civil rights charges, and
  26. jury selection is under way in Los Angeles.
  27.      During the Los Angeles riots, there was some criticism of
  28. our performance," said Col. Jerry Hansen, an Army officer serving
  29. on the Guard's administrative staff.  "We're doing an assessment
  30. of the Guard's performance.  The bottom line is whether or not
  31. requisite number of troops are deployed, properly equipped."
  32.      The exercise, dubbed "Operation Angel Guard," involved
  33. deploying troops at a half-dozen Los Angeles area armories after
  34. an afternoon "alert" issued to Guard Maj. Gen. Donald J.
  35. Hernandez by Gov. Pete Wilson's office.
  36.      Hernandez, who commanded troops during last year's rioting,
  37. received the call from Sacramento about 1 p.m.

  41.      Governor Pete Wilson promised to solve the economic and
  42. civil rights problems in Los Angeles.  The residents of Los
  43. Angeles will be delighted at his' solution.
  44.      The people of the sate of California should thankful that
  45. there now exists a strike force to 'control' citizens who
  46. disagree with the governor.
