WASHINGTON (AP) -- The Clinton administration is seeking a slight
increase in intelligence spending, hoping Republican support in
Congress will help overcome outspoken Democratic objections,
officials said Thursday.
The unusual political alliance stems from an unexpected White
House request in the proposed budget for fiscal year 1994 to restore
money cut by Congress for spy satellites last year, congressional
officials and independent experts said. Overall, the
administration's requested intelligence budget for fiscal 1994 --
when adjusted for inflation -- is slightly higher than the amount
appropriated by Congress for fiscal 1993, which ends Sept. 30, the
officials said. All spoke on condition of anonymity.
The increase defies the overall trend of the defense budget,
which in President Clinton's 1994 request is 4 percent lower than
the 1993 level. It also appears to contradict candidate Clinton's
pledge to cut $7 billion from the intelligence budget during his
term.
