  31. Several  Presidents   have   signed   the   following   Executive
  32. Orders(EOs) which  can be  put  into  effect  by  President  Bush
  33. without  Congressional  approval  in  the  event  of  a  national
  34. emergency:
  35.  
  36. EO10995 provides  for government  control of  all  communications media.
  37.  
  38. EO10997 provides  for government  control of all power, fuels and minerals.
  39.  
  40. EO10998 provides for government control of all food and farms.
  41.  
  42. EO10999 provides  for government  control of  all transportation,
  43. highways, seaports, etc.
  44.  
  45. EO11000 provides  for the mobilization of all civilians into work
  46. brigades under government supervision.
  47.  
  48. EO11001 provides  for government control of all Health, Education
  49. and Welfare activities.
  50.  
  51. EO11002 authorizes  the Postmaster  General to operate a national
  52. registration of all persons.
  53.  
  54. EO11003 provides  for government  control  of  all  airports  and aircraft.
  55.  
  56. EO11004 provides for relocation of any populations.
  57.  
  58. EO11005 provides  for government  control of railroads, waterways
  59. and public storage facilities.
  60.  
  61. E011490 combined  all of  the above Executive Orders and puts all
  62. of them  into use  simultaneously  if  a  NATIONAL  Emergency  is
  63. declared.
  64.  
  65. On July  11, 1990, the U.S. Senate passed the "Omnibus Anti-Crime
  66. Bill", part of which is contained in the GINGRICH ANTI-CRIME BILL
  67. HR4079. This  bill, if  enacted, would  permit use  of the above-
  68. listed previously  signed Executive  Orders to  establish nation-
  69. wide martial  law, completely suspending all rights and liberties
  70. guaranteed by the U.S. Constitution and the Bill of Rights.

  72. The Gingrich  Anti-Crime Bill HR4079 called for "A Declaration of
  73. NATIONAL Drug and Crime  Emergency". It would be in effect for 5
  74. years. The  federal government  would use  the National  Guard to
  75. force compliance  with the  activated EOs.  This would  come as a
  76. complete surprise  to almost  all citizens and the National Guard
  77. personnel.

  79. This Bill,  HR4079, has  been referred to the House Committees on
  80. Judiciary, Energy  and Commerce,  Public  Works,  Transportation,
  81. Education and  Labor and  Armed  Services.  The  passage  of  the
  82. Gingrich Anti-Crime  Bill HR4079  would permit  the suspension of
  83. Constitutional government  in the  U.S. with  one stroke  of  the
  84. President's pen.

  86. This kind of legislation is what the War on Drugs has led to. The
  87. Drug Threat is considered so severe that the Constitution must be
  88. suspended to deal with it. Does anyone think that these Draconian
  89. measures can  be justified  by anything less than a meteor impact
  90. on the  North American  continent? Does  anyone think that such a
  91. state of  emergency, once  declared,  would  ever  be  completely
  92. repealed? Individual  rights as  we know them today will cease to
  93. exist after  such an  event. "The living", as Krushchev once said
  94. about the survivors of nuclear war, "will envy the dead".

  96. Do you  trust President Bush (or any President) with that kind of
  97. power? Call  or write your Congressperson and Senators and demand
  98. the defeat  of any legislation containing ideas from HR4079. Also
  99. insist on  the repeal  of all  of the  above Executive  Orders to
  100. prevent the  establishment of  a totalitarian  government in  the
  101. United States on the whim of a President.
