In 1962, a man by the name of W. Cleon Skousen wrote one of his many
books called 'Naked Communist' during his sixteen years working for
the FBI.   This was a serious enough and well documented enough book
on the research of communist ideology and action plan that Congress
had a section read into the Congressional Record on January 10, 1963
called "CURRENT COMMUNIST GOALS."  There are 45 of them and one of
them deals with the United Nations:

#11 - Promote the UN as the only hope for mankind.  If its charter
      is rewritten, demand that it be set up as a ONE-WORLD GOVERNMENT
      with its own INDEPENDENT ARMED FORCES.  Some communist leaders
      believe the world can be taken over as easily by the UN as by
      Moscow.

I read that in the Congressional Record for May 31, 1955 a quote by
Zack Kornfeld, who had broke with the Communist Party as follows:

   "War to the hilt between communism and capitalism is inevitable.
   Today, of course, we are not strong enough to attack.  Our time
   will come in 20 to 30 years.  To win, we shall need the element
   of surprise.  The bourgeoisie will have to be put to sleep.  so we
   shall begin launching the most spectacular peace movement on record.
   There will be electrifying overtures and unheard of concessions.
   The capitalist countries, stupid and decadent, will rejoice to
   cooperate in their own destruction.  They will leap at another
   chance to be friends.  As soon as their guard is down, we will
   smash them with our clenched fist."  None Dare Call It Treason-

After reading the post on Public Law 87-297, I decided that it
would be good to find the original Act.  I went to a local
university which is one of many federal government repositories.
There I found and obtained a copy of the following:

1) United States Statutes at Large 1961, volume 75 at pages 631
   through 639 - Public Law 87-297-Sept 26, 1961.
2) Micro fiche - Public Law 88-186, amendment to 87-297, Nov 26,
   1963 adding amendment to exempt individuals.
3) United States Code 1970 edition, volume 5, Title 22, chapter
   35 - Arms Control and Disarmament.
4) United States Code 1976 edition, volume 6, Title 22, chapter
   35 - Arms Control and Disarmament.

I would like to begin with, we're in trouble.

Based on these few documents, our political servants, in that time
frame of 1961, unquestionably sold out our sovereignty as a nation
to the NWO/UN.

The university also has, on micro-film rolls, The New York Times
going back into the 1800's.  On September 26, 1961, right there
on the front page is the three stage disarmament plan.  So, this
was well known and publicized at that time.

I wondered how can that be.  So, I went back through the paper and
documents and it looks like one of the greatest coups in thesis,
anti-thesis, synthesis in history.

Let me explain.  We know that during World War II that the Manhattan
Project developed the atomic bomb.  The head of that project was
Dr. Robert J. Oppenheimer.  His wife, brother, and mistress were
avowed communists and Communist Party members and had contributed
large sums of money to the Communist Party during WWII. (None Dare
Call It Treason, 25 Years Later, p. 120)
It turns out that they fed the theories, design, and construction
plans of nuclear weapons to the Communist government in Russia.
According to a book From Major Jordon's Diary, a man by the name of
Harry Hopkins who worked with the President, was instrumental in
transferring the then top secret data on 35mm film to Russia via
the north polar route by plane.  When we exploded the first bomb
and told Krushchev about it, he was not surprised.

Thesis - The Russians build tremendous numbers of nuclear weapons.
The United States to counter this threat, built up vast amounts of
nuclear weapons.  This was well publicized.  The public, the world
over begins to cry, "what to do, what to do?"

Anti-thesis - Sabers are rattled, threats are made, and total global
annilation becomes eminent.  The people are now practically screaming
for anybody to do something.

Synthesis - The NWO puppet masters come out and say that a plan for
verifiable, global disarmament could be had through the United
Nations.  The threat could be taken away if only all nations submit
to a global plan of disarmament and all nations build a common one
world army by which no one individual country could defeat.  There
would be agreed to methods and inspections within each country that
would maintained on a constant basis.  (Peace keeping troops in each
country.)

   "Today, every inhabitant of this planet must contemplate the
   day when this planet may no longer be habitable.  Every man,
   woman and child lives under a nuclear sword of Damocles, hanging
   by the slenderest of threads, capable of being cut at any moment
   by accident or miscalculation of by madness.  The weapons of war
   must be abolished before they abolish us.

   Men no longer debate whether armaments are a symptom or a cause
   of tension.  The mere existence of modern weapons - ten million
   times more powerful than any that the world has ever seen, and
   only minutes away from any target on earth - is a source of
   horror, and discord and distrust.  Men no longer maintain that
   disarmament must await the settlement of all disputes - for
   disarmament must be a part of any permanent settlement.  And men
   may no longer pretend that the quest for disarmament is a sign
   of weakness - for in a spiraling arms race, a nation's security
   may well be shrinking even as its arms increase.

   For 15 years this organization has sought the reduction and
   destruction of arms.  Now that goal is no longer a dream - it is
   a matter of life or death.  The risks inherent in disarmament
   pale in comparison to the risks inherent in an unlimited arms
   race."

   President John F. Kennedy before the United Nations General
   Assembly's sixteenth session September 25, 1961.

AH-HA, one world government you say.  Well, this is not explicitly
called for in these documents, but how could you have a undefeatable
one world army maintaining "peace" in all countries without a central
point of control or central government?  Ok, I'll answer, you can't.

As to the PL 87-297, we have the NWO's United States program for military
disarmament, ending military training, closure of bases, and transfer
of remaining forces to the United Nations unified army.

The following is a quote from the said document.  Interesting items
have been made into all caps.

Public Law 87-297

AN ACT

To establish a United States Arms Control and Disarmament Agency.

Title I - Short Title, Purpose, and Definitions

SHORT TITLE

Section 1. This Act may be cited as the "Arms Control and Disarmament
   Act".

PURPOSE

Section 2. An ultimate goal of the United States is a world which is
   free from the scourge of war and the dangers and burdens of
   armaments; in which the use of force has been subordinated to the
   rule of law; and in which international adjustments to a changing
   world are achieved peacefully.  It is the purpose of this Act to
   provide impetus toward this goal by creating a new agency of peace
   to deal with the problem of reduction and control of armaments
   looking toward world disarmament.
      Arms control and disarmament policy, being an important aspect
   of foreign policy, must be consistent with national security
   policy as a whole.  The formation and implementation of the United
   States arms control and disarmament policy in a manner which will
   promote the national security can best be insured by a central
   organization charged by statute with primary responsibility for
   this field.  This organization must have such a position within
   the government that it can provide the President, the Secretary
   of State, other officials of the executive branch, and the Congress
   with recommendations concerning United States arms control and
   disarmament policy, and can assess the effect of these
   recommendations upon our foreign policies, our national security
   policies, and our economy.
      This organization must have the capacity to provide the essential
   scientific, economic, political, military, PSYCHOLOGICAL, and
   technological information upon which realistic arms control and
   disarmament policy must be based.  It must be able to carry out the
   following primary functions:
      (a) The conduct, support, and coordination of research for
          arms control and disarmament policy formulation;
      (b) The preparation for and management of United States
          participation in international negotiations in the arms
          control and disarmament field;
      (c) The dissemination and coordination of public information
          concerning arms control and disarmament; and
      (d) The preparation for, operation of, or as appropriate,
          direction of United States participation in such control
          systems as may become part of United States arms control
          and disarmament activities.

DEFINITIONS

Section 3.  As used in this Act-
   (a) The terms "arms control" and "disarmament" mean the identification,
       verification, inspection, limitation, control, reduction, or
       ELIMINATION, OF ARMED FORCES AND ARMAMENTS OF ALL KINDS UNDER
       INTERNATIONAL AGREEMENT including the necessary steps taken
       under such an agreement to establish an effective system of
       international control, or CREATE AND STRENGTHEN INTERNATIONAL
       ORGANIZATIONS FOR THE MAINTENANCE OF PEACE.
   (b) The term "Government agency" means ANY EXECUTIVE department,
       commission, agency, independent establishment, corporation
       wholly or partly owned by the United States which is an
       instrument of the United States, or any board, bureau, division,
       service, office, officer, authority, administration, or other
       establishment IN THE EXECUTIVE BRANCH OF GOVERNMENT.
   (c) The term "Agency" means the United States Arms Control and
       Disarmament Agency.

Under Title III - Functions, you will find an authorization for research.
It is section 31 and directs the Director to "(2) to make arrangements
for the conduct of research, development, and other studies in the
field of arms control and disarmament by private or public institutions
or persons;" do the following in research and development.  This is a
partial list.

   (a) the detection, identification, inspection, monitoring, limitation,
       reduction, control, and ELIMINATION OF ARMED FORCES AND
       ARMAMENTS, including thermonuclear, nuclear, missile, CONVENTIONAL,
       bacteriological, chemical, and radiological weapons;
   (d) the CONTROL, REDUCTION, and ELIMINATION OF ARMED FORCES and
       armaments in space, IN AREAS ON and beneath the earth's surface,
       and in underwater regions;
   (e) the structure and operation of INTERNATIONAL CONTROL and OTHER
       ORGANIZATIONS useful for arms control and disarmament;
   (h) the economic and political consequences of arms control and
       disarmament, including the problems of readjustment arising
       in industry and the REALLOCATION OF NATIONAL RESOURCES;

You will also find a section 33 which is the policy formulation.  As
you will see, this disarmament act cannot be done except by treaty or
by Congress.  As that the courts have held that a treaty supersedes
the Constitution then this un-constitutional act has a "legal" stand.

   Section 33.  The Director is authorized and directed to prepare for
      the President, the Secretary of State, and the heads of such
      other government agencies, as the President may determine,
      recommendations concerning United States arms control and
      disarmament policy: Provided, however, That no action shall be
      taken under this or any other law that will obligate the United
      States to disarm or to reduce or to limit the Armed Forces or
      armaments of the United States, EXCEPT PURSUANT TO THE TREATY
      MAKING POWER OF THE PRESIDENT under the Constitution or UNLESS
      AUTHORIZED BY FURTHER AFFIRMATIVE LEGISLATION BY THE CONGRESS
      of the United States.

On Nov 26, 1963 an amendment to section 33 added the following words.

   Sec 33 is amended by adding at the end thereof the following new
   sentence: "Nothing contained in this Act shall be construed to
   authorize any policy or action by any GOVERNMENT AGENCY which
   would interfere with, restrict, or prohibit the acquisition,
   possession, or use of firearms by an individual for the lawful
   purpose of personal defense, sport, recreation, education, or
   training."   Public Law 88-187 Nov 26, 1963

As with many things within our servants' legal words and incantations
these words look to be comforting on the surface.  However, it is
in fact misleading.  Look back at the definition of "government
agency."  What you will find is it is defined as anything having
to do with the executive office.  So, what these added words
have done is define who could remove firearms from individuals and
that being Congress by "further affirmative legislation."  The crime
bill of 1994 certainly meets the further affirmative legislation
rule by it's blatant violation of the 2nd amendment removing or
banning certain Citizen militia firearms.

Under a section titled as Transfer of Activities and Facilities
to Agency we find the following cryptic statement.

   (b) The President, by Executive order, may transfer to the
   Director any activities or facilities of any Government agency
   which relate primarily to arms control and disarmament.  In
   connection with any such transfer, the President may under this
   section or other applicable authority, provide for appropriate
   transfers of records, property, CIVILIAN PERSONNEL, and funds.

Chattel once again.  Sheeple, WAKE UP, WAKE UP!

Is this legislation a dead issue?  Well, I also found out that the
101st Congress passed another amendment to PL 87-297 on December 11,
1989.  This is Public Law 101-216.  In Title V, Sec 61 findings, it
states,

   The Congress finds that - (2) as defined in this Act, the terms
   "arms control" and "disarmament" mean 'the identification,
   verification, inspection, limitation, control, reduction, or
   elimination, of armed forces and ARMAMENTS OF ALL KINDS UNDER
   INTERNATIONAL AGREEMENT TO ESTABLISH AN EFFECTIVE SYSTEM OF
   INTERNATIONAL CONTROL';

So, as of the end of 1989, we still have the same affirmation of
intent by the Washington government to transfer our national
soveriegnty in military might to the United Nations!

To get a better understanding of what the intent of the globalists
are, here is some information from the UN yearbook from 1961.

USSR - UNITED STATES STATEMENT OF AGREED PRINCIPLES FOR DISARMAMENT
NEGOTIATIONS

A statement containing agreed principles as a basis for multilateral
negotiations on disarmament was issued jointly by the USSR and the
United States on 20 September 1961 for circulation to all United
Nations Members.

The programme for general and complete disarmament shall ensure that:
States will have at their disposal ONLY those non-nuclear armaments,
forces, facilities, and establishments as are agreed to be necessary
to maintain internal order and protect the personal security of citizens;
and that States shall support and provide agreed manpower for a
United Nations peace force.

To this end, the programme for general and complete disarmament shall
contain the necessary provisions, with respect to the military
establishment of every nation, for (a) disbanding of armed forces,
dismantling of military establishments, including bases, and cessation
of the production of armaments as well as their liquidation of conversion
to peaceful uses; (b) elimination of all stockpiles of nuclear, chemical,
bacteriological and other weapons of mass destruction and cessation of
the production of such weapons; (c) elimination of all means of delivery
of weapons of mass destruction; (d) abolishment of the organization
and institutions designed to organize the military effort of States,
cessation of military training and closing of all military training
institutions; and (e) discontinuance of military expenditures.

The disarmament programme should be implemented in an agreed sequence,
by stages, until it is completed with each measure and stage carried
out within specified time-limits.  Transition to a subsequent stage
in the process of disarmament should take place upon a review of the
implementation of measures included in the preceding stage and upon
a decision that all such measures have been implemented and verified
ant that any additional verification arrangements required for
measures in the next stage are, when appropriate, ready to operate.
<end quote>

Further on we find the three stage United States programme for
complete disarmament.

Paraphrasing the high points: Stage one limits total number of armed
forces to 2.1 million for the US, USSR and any other significant
States.  It would set the stage for the establishment for a United
Nations peace force.

The second stage, which I believe we are near the end of, provides
for the following.  This one is most significant, so I have added
a few comments to the points.
   Armed forces and armaments would be further reduced by:
   1) "further restrictions on the production of armaments"
      The crime bill bans the manufacture, possession, sale, and
      transfer of Citizen militia firearms.  This is really a
      ploy to cause the manufactures to go out of business and
      restrict production.
   2) "the dismantling or conversion to peaceful uses of agreed
       military bases and facilities wherever they are located"
      There have been at least 131 US base closures and the next
      wave of closures is happening.  The DOJ has requested that
      the bases be converted to prisons or turned over to industry
      for civilian use.  Also, it has been shown that military
      weapons have been turned over to police departments,
      training has been given to police depts, sheriffs depts,
      state police at various military bases.  The military has
      been used to facilitate and operate military weapons
      against civilians on US soil (Waco, Weavers, etc.)
   3) "the halting of the production of chemical, biological and
       radiological weapons, ..."

The third stage provides that complete control, militarily that
is, of our nation is given over to the NWO United Nations.

   "The retention by States of only those forces, non-nuclear
   armaments, and establishments required for the purpose of
   maintaining internal order and for the provision of agreed
   manpower for the United Nations peace force which would be
   fully functioning; the prohibition of the manufacture of
   armaments except for those of agreed types and quantities
   to be used by the United Nations peace force and those
   required to maintain internal order; the destruction, or
   conversion to peaceful purposes, of ALL OTHER ARMAMENTS; the
   strengthening of the peace-keeping capabilities of the United
   Nations so as to assure peace and the just settlements of
   differences in a disarmed world."

US sovereignty as a nation is completely removed at this point
and we will exist only to serve our new masters, the United Nations.
If you don't agree, then re-read this article.  At the end of stage
three, if you don't like the dictates of the UN, how could you make
a change?  They have all the weapons.  He who controls the weapons
of life or death thus has the say of what rights you have and what
you will do.  The United States will only be one State and one
vote in the world body.  If all the rest of the member states decide
to need the United States property for other uses, what will stop
them?  They have all the weapons.

The Crime Bill of 1994 provides many new un-constitutional laws
to protect the government.  They fall right in line with the transfer
of sovereignty of our nation to the NWO/United Nations world body.

Organizing and protesting, according to the Act's title VII, Terrorism
and International, will land you in one of the many new federal
prisons being funded through the tax-payer's (our) pockets.  Additional
funds for your incarceration will be the confiscation and sale of
everything you own.  But, the real kicker is, you don't even have to
violate the United States law, you could violate a treaty law and
another country can have you extradited to the world court and the
court be held there!  Don't believe?  Go to the library and read it!
