  5. Sometimes those suspected of massive offenses should either learn to
  6. use computers properly or else not commit crimes.  The current
  7. Brazilian political scandals, which threaten to topple President
  8. Fernando Collor de Mello, escalated this week when Brazilian
  9. investigators began exploring the computer files of a man reportedly
  10. at the center of the political corruption, Paulo Cesar ("PC") Farias.
  11. According to an article in England's GUARDIAN WEEKLY (Oct 4, 1992 -
  12. thanks to Bruce Sterling for sending it over), unencrypted data files
  13. may provide considerable information describing the extent of his
  14. involvement in Brazilian corruption.  According to the article:

  16.     Under the filename "Collor", they ((the investigators)) had
  17.     found a list of several of the biggest government ministries,
  18.     beneath each of which were listed in methodical fashion the
  19.     main projects in that ministry, the value of the contracts
  20.     allocated and the commissions charged.

  22.         One of the most interesting entries concerned the Xingo
  23.     hydro-electric power station--the only large development
  24.     project undertaken by the Collor government.

  26.         This project, involving a consortium of large Brazilian
  27.     construction companies, including Mendes Junior and Odebrecht,
  28.     has long aroused suspicion, largely because its costs soared
  29.     $1.5 billion over budget. Now, thanks to PC's meticulous
  30.     accounting, the federal police, working with the tax
  31.     inspectors, believe they will be able to find out where most
  32.     of the extra money went.

  34.         One aspect of the listing remains baffling. At the end of
  35.     each entry PC wrote the name of a star or constellation: the
  36.     Southern Cross, the Great Bear, the Milky Way, Orion.  These
  37.     heavenly bodies, the accountants guess but cannot yet
  38.     demonstrate, are probably codenames for sensitive information
  39.     that PC did not want to entrust to his computer--the names of
  40.     the powerful economic groups paying the commissions.

  44.         Though part of the computer files are damaged, the
  45.     inspectors say they are finding enough evidence to establish
  46.     the size of the corruption network and the president's close
  47.     involvement in it.

  49. Perhaps somebody could send Brazilian crooks a copy of Phil's Pretty
  50. Good Encryption program and the investigators a registered version of
  51. Norton Utilities.
