  22. BACKGROUND
  23.  
  24. Congress is considering two bills (S. 2813; hr 2772) that would
  25. require the Government Printing Office (GPO) to provide
  26. one-stop-shopping *online* public access to federal information
  27. systems and databases.  (For a fact sheet or copies of the bills, send
  28. an email message to tap@essential.org).  Joint House and Senate
  29. hearings were held on July 23, 1992.  To become law, the bills must be
  30. approved by the House Administration and Senate Rules Committees, and
  31. then be approved by the full House and Senate.

  33. THE SCOOP
  34.  
  35. On September 10, the Senate Rules committee canceled a scheduled
  36. mark-up of S. 2813, the Senate version of the Gateway/WINDO
  37. legislation.  The official reason for the cancellation was the death
  38. of Senator Burdick.  Unofficially, the problems have been attributed
  39. to house republicans, led by Newt Gingrich, who have threatened to
  40. oppose passage of a bill sponsored by Senator Gore, due to the
  41. presidential campaign.  The alternative strategy is to the move the
  42. house bill first, thereby deemphasizing Senator Gore's role.  If any
  43. bill moves this year it is likely to be a substitute for HR 2772,
  44. cosponsored by ranking republicans on the House Administration
  45. Committee.

  47. WHAT YOU CAN DO
  48.  
  49. Clearly time is running out.  The most important thing that you can do
  50. is contact your congressional representative and ask them to urge the
  51. congressional leadership to move these bills.  It is particularly
  52. important to contact members of the House of Representatives,
  53. including the House leadership and republicans on the House
  54. Administration Committee.  The names, telephone numbers and address
  55. for key legislators are given below.
