  3.   History:   Recently, the Federation and Klingon empire have signed a
  4.              treaty which nearly tripled the territory of both sides.
  5.  
  6.   Weapons:   The Klingons have superior speed to the Romulans, but
  7.              not much else.  They are unable to defend against the Borg
  8.              should the need arise.  Yet for what the Klingons lack
  9.              in weaponry, they more than make up for in tenacity.
  10.  
  11.   Advice:    The Klingons should be used as a decoy to distract the
  12.              Borg.  If this is practiced, then defeat of the Borg as
  13.              well as survival of the Federation and her allies, is
  14.              virtually assured.
  15.  
  16.   Starfleet: Starfleet's emergency contingency plan is to evacuate the
  17.              Terran system to the Klingon empire should the need arise.
  18.              If Earth is to be evacuated, Klingon war-birds will arive to
  19.              assist.
