  6. BY THE PRESIDENT OF THE UNITED STATES

  8. A PROCLAMATION
  9.  
  10.      Whereas it appears that a state of war exists between 
  11. Austria, Prussia, Sardinia, Great Britain, and the United 
  12. Netherlands, of the one part, and France on the other; and 
  13. the duty and interest of the United States require, that they 
  14. should with sincerity and good faith adopt and pursue a 
  15. conduct friendly and impartial toward the belligerant Powers; 
  16.      I have therefore thought fit by these presents to declare 
  17. the disposition of the United States to observe the conduct 
  18. aforesaid towards those Powers respectfully; and to exhort and 
  19. warn the citizens of the United States carefully to avoid all 
  20. acts and proceedings whatsoever, which may in any manner tend 
  21. to contravene such disposition.
  22.      And I do hereby also make known, that whatsoever of the 
  23. citizens of the United States shall render himself liable to 
  24. punishment or forfeiture under the law of nations, by 
  25. committing, aiding, or abetting hostilities against any of the 
  26. said Powers, or by carrying to any of them those articles which 
  27. are deemed contraband by the modern usage of nations, will not 
  28. receive the protection of the United States, against such 
  29. punishment or forfeiture; and further, that I have given 
  30. instructions to those officers, to whom it belongs, to cause 
  31. prosecutions to be instituted against all persons, who shall, 
  32. within the cognizance of the courts of the United States, 
  33. violate the law of nations, with respect to the Powers at war, 
  34. or any of them.
  35.      In testimony whereof, I have caused the seal of the United 
  36. States of America to be affixed to these presents, and signed 
  37. the same with my hand.  Done at the city of Philadelphia, the 
  38. twenty-second day of April, one thousand seven hundred and 
  39. ninety-three, and of the Independence of the United States of 
  40. America the seventeenth.

  48. early in April, 1793.  President Washington called a special 
  49. cabinet meeting, which resulted in this declaration of 
  50. neutrality.
