  14.               HICKS TO HEAD AFRICA BUREAU AT A.I.D.
  15.  
  16.      President Clinton announced his intention today to nominate 
  17. career Foreign Service Officer John F. Hicks to be Assistant 
  18. Administrator of the Agency for International Development, and 
  19. Director of A.I.D.'s Africa Bureau.  
  20.  
  21.      "John Hicks is a dedicated and capable professional who is 
  22. one of the Foreign Service's leading experts on African 
  23. development," said the President.  "I expect him to do an 
  24. outstanding job in this position."

  26.      Hicks, a 19 year veteran of the Foreign Service, has been 
  27. the Senior Deputy Assistant Administrator of the Bureau for 
  28. Africa since 1991.  In that role he was the Bureau's senior 
  29. career officer.  He had spent the previous six months as Acting 
  30. Assistant Administrator for the Bureau for Food and Nutrition 
  31. Assistance, and a year before that as Director of the South and 
  32. West African Affairs Office.  From 1983-90, Hicks served in 
  33. Africa, at the U.S. missions in Zimbabwe, Malawi, and Liberia.  
  34. He also has served at various times in Zambia, Ethiopia, and the 
  35. Sinai Peninsula, as well as at a secession of Africa-related 
  36. posts in Washington.  He holds a B.A. from Morehouse College and 
  37. an M.A. from the School of Advanced International Studies at 
  38. Johns Hopkins University.

  50.       PRESIDENT NAMES ROBINSON TO HEAD MORTGAGE ASSOCIATION
  51.  
  52.      The President announced today that he intends to nominate 
  53. Dwight P. Robinson to be the President of the National Government 
  54. Mortgage Association in the Department of Housing and Urban 
  55. Development.  
  56.  
  57.      "Throughout his career in Michigan and here in Washington, 
  58. D.C., Dwight Robinson has distinguished himself as a leader in 
  59. the housing field.  I am grateful for his service," said the 
  60. President.

  62.      Robinson has been with the Federal Home Loan Mortgage 
  63. Corporation since 1991, serving as Director and Acting Department 
  64. Head of the Affordable Housing Initiatives Department.  Before 
  65. coming to Washington, he was an official of the Michigan State 
  66. Housing Development Authority for almost 15 years.  From 1986-90, 
  67. he was the Authority's Deputy Director, and during 1988 he was 
  68. its Acting Executive Director.    He began working for the state 
  69. as a housing management and development officer in 1976, after 
  70. having served in positions with the cities of Flint and Ann 
  71. Arbor.  Robinson holds a B.S. in Urban Planning and Community 
  72. Development, and attended graduate school at Central Michigan 
  73. University.
