Despite a legislative logjam, Congress is crawling forward on health reform.
The House Education and Labor Committee was headed toward a vote today.
Its Clinton style-bill includes a generous benefits package, requires all employers to pay most of workers' insurance premiums and has subsidies for small firms.
So far, only the Senate Labor and Education Committee has passed a health bill.
Wednesday, the House Ways and Means committee defeated efforts by conservatives to exclude abortion coverage from its bill, but the debate is sure to resurface on the House floor.
Rep. Jim Bunning, R-Ky., argued that abortion should not be covered except in cases of rape, incest or if a woman's life is in danger.
But Rep. Nancy Johnson, R-Conn., said it would be a mistake to set the precedent of singling out a particular procedure because it wasn't "politically correct."
