  29.      On 3 November 1990 Labour Party leader Gro Harlem Brundtland formed her
  30. third minority government, on the same day that Jan P.Syse's coalition
  31. government of the Conservatives, the Christian Democracts and the Centre Party
  32. had been honourably discharged. The direct cause of the downfall of the Syse
  33. government was disagreement between the Conservatives and the Centre Party
  34. regarding Norwegian demands in the context of the European Economic Area
  35. negotiations between EFTA and the EC.

  37.      As the change of government took place during a parliamentary period, Ms
  38. Harlem Brundtland will be operating with the same division of seats in the
  39. national assembly as Jan P. Syse had. The general election in September 1989
  40. resulted in a slender majority for the non-socialists (84 seats to 81). The
  41. coalition partners in the former government controlled altogether 62 seats,
  42. while the Labour Party had 63. This means that the Labour Party must seek
  43. issue-by-issue support from other parties.

  45.      There are nine women in Gro Harlem Brundtland's government, compared with
  46. eight in the former one. The number of ministers is unchanged, at 19.
