Excerpt of the General Resolution
The participants at the International Symposium held in Ouagadougou
(Burkina Faso) from the 20th to the 26th of April 1986, in order to consider
the creation of an Institute of the Black Peoples (IBP);
Recalling that the Black Peoples as entities, have been and continue to
be the victims of manifold oppressions and exploitations,
Sickened by the atrocities perpetrated in South Africa an Namibia by the
racist regime of Pretoria and by its repeated aggressions against the
Front-line States,
Concerned at the increasing violation of Human Rights and of the rights
of the Black Peoples,
Preoccupied by the alarming economic situation prevailing in the world
and by the constant degradation of the livelihood of the Black Peoples,
Keeping in mind the most important events which, in history, have marked
the cultural awakening of the Black Peoples,
Convinced of the need to establish a programme of exchange and
cooperation between the Black Peoples on the one hand and between the Black
Peoples and the other Peoples of the world on the other hand,
Aware that in the present world economic climate the success of any
development strategy is sustained by such cooperation,
Eager to restore the image of the Black Peoples and to highlight their
specific contribution to Civilization,
Hail the initiative taken by Captain Thomas SANKARA, Chairman of the
National Revolutionary Council, President of Faso, to organize in Ouagadougou
this important symposium and decide to consider the speech he delivered as
reference document;
Affirm that the time is ripe to create an Institute of the Black Peoples
(IBP), a reunifying symbol, a token of the common will of the Black Peoples
to preserve their cultural identities, their genius and their dignity;
Assign to IBP, among other things, the following general objectives:
a. - to provide the Black Peoples with a framework within which they can
meet, exchange and share experiences;
b. - to restore self-confidence in the Black Peoples through education
and culture;
c. - to stimulate and promote the creativity and ingenuity of the Black
Peoples;
d. - to contribute to the emergence of a new historical consciousness
within the Black World;
e. - to facilitate the conscious, willing and solidarity participation of
the Black peoples in Civilization.
Thank the UNDP and UNESCO for the support that they are giving to the
project of the Institute of the Black Peoples, reaffirm their confidence in
international cultural cooperation for Peace, urge them to continue to support
IBP, and in particular within the framework of their regional programmes.
Make a pressing call on the Governments, communities and associations of
the Black Peoples to implement a true policy of animation and sensitization
of the Black Peoples with a view to giving them the opportunity to adopt and
to control the ideals of the Institute of the Black Peoples.
Request Captain Thomas SANKARA, Chairman of the National Revolutionary
Council, President of Faso, to take, in collaboration with the International
Scientific Committee, the necessary measures to convene as soon as possible
the Constituent Assembly of the Institute of the Black Peoples.

THE IBP APPEAL
All those who think, in Africa but also outside Africa, all persons
(politicians or otherwise intellectuals) no matter their colour, should
realize that the World is undergoing a change towards a progressive
integration of the elements composing it. In order that such an integration
should be harmonious, it should not be seen to be the oppression of one group
by another. For it to be rich and enriching, it must take into account the
diverse nature of the components of our World. It is inconceivable that world
interrelations should be divided into the "powerful" who alone speak out, and
the rest, condemned to sharing silence. In order to create a just world, a
fraternal one, each and everyone must be able to speak out. Today, Blacks have
in their possession the means to create a new human society. And for this
reason that all political leaders should hail this project as well as give it
the moral, financial, human and material support it needs this only in this
way that the Institute will be able to fulfill its obligation which is being
the nexus between all the Black Peoples of the World and the other Peoples.
OBJECTIVES
Conceived by Burkina Faso, the IBP Project aims at becoming the focal
point of the Black Peoples of the World, a venue where they would share their
experiences, their discoveries and also their creations in all areas of human
activity. In this vein, the Institute of the Black Peoples aims at:
- providing Black Peoples with a framework for meeting, exchanging and
sharing their multiple experiences the world over.
- Giving back to the black man the self-confidence which will enable him
to rehabilitate his own imagination and creative potentials.
- Contributing to the emergence of a new historical consciousness within
the black world.
IBP will therefore be required to take stock of the cultural heritage of
the Black Peoples; reinforce and further develop research and capacities for
invention with a view to enhancing output, improving achievements and
stimulating new practices; provide the Black Peoples with the appropriate
infrastructures for the attainment of immediate objectives by creating within
IBP, production, research and dissemination units and, finally contribute to
the development of exchanges and to the joint use of experiences between the
Black Peoples themselves on the one hand, and on the other hand between them
and other Peoples so as to ensure the establishment of a dynamic cooperation
between countries and peoples of the developing World.
