  2.      Another  seating  problem  is
  3. the opposite of  bulging. The tire
  4. will not seem  to fill up entirely
  5. in  one area,  giving you  a wheel
  6. with  sort of  a flat  spot. Some-
  7. times this can be cured by letting
  8. the air out, manipulating the tire
  9. by  hand  into   place,  and  then
  10. re-inflating.  Sometimes  you have
  11. to  do  more.  One  approach is to
  12. coat  the  edges  of  the rim with
  13. soapy water to  lubricate the tire
  14. and rim, allowing the tire to slip
  15. into  position as  you inflate it.
  16. Use a kind of  soap that dries up.
  17. Some  mechanics  just  exceed  the
  18. recommended inflation  for a short
  19. while  until  the  tire  pops into
