- Despite budget woes, the U.N. plans to send troops to Mozambique

- As if its unprecedented commitments in Bosnia, Somalia and
- Cambodia weren't enough, the United Nations has now authorized
- the creation of a 7,500-strong peacekeeping force for
- Mozambique. The intent is to stabilize the African country by
- supervising an agreement to end 14 years of civil war, disarming
- rival factions and organizing an election. One small problem:
- although $330 million has been earmarked for the operation, the
- cash is not yet in the coffers and, given the woeful state of
- the U.N.'s balance sheets, no one quite knows where the money
- will come from. The new force will bring the number of
- blue-helmeted troops deployed around the world to 60,000.
