  6.     Although the kidnapping of Humberto Alvarez Machain, a
  7. Guadalajara gynecologist, severely strained U.S.-Mexican
  8. relations, the U.S. Supreme Court ruled that he could be tried
  9. in Los Angeles. Now, though, he has been freed by District Judge
  10. Edward Rafeedie, who ruled that there was no direct evidence
  11. that Alvarez participated in the 1985 murder of Drug Enforcement
  12. Administration operative Enrique Camarena. Alvarez admitted
  13. being in the house where Camarena was tortured and killed, but
  14. a Mexican policeman reported to the American FBI that another
  15. physician had also been there. Mexican President Salinas hailed
  16. Alvarez's release as a "correction of an insult to law."
