  4. Bush opts unexpectedly to protect more endangered species

  7.     As the self-styled "Environmental President," George Bush has
  8. been anything but. The list of his Administration's antigreen
  9. positions is long, but high up on it is a reluctance to add
  10. animals and plants to the endangered-species list. The Bush
  11. argument: overprotecting species threatens businesses and jobs.
  12. And spotted owls, unlike loggers, can't vote. Last spring the
  13. Administration's stonewalling led to a lawsuit by several
  14. environmental groups.

  16.     That suit was unexpectedly settled last week when the
  17. Interior Department agreed to add about 400 species (mostly
  18. plants in Hawaii, California, the desert Southwest and Pacific
  19. Northwest) over the next four years -- roughly half as many as
  20. the 750 species now protected. The plaintiffs, including Friends
  21. of Animals and Defenders of Wildlife, applauded the move. But
  22. why the change of heart? One theory: the Administration
  23. believes the Endangered Species Act is a political nightmare,
  24. and the more species on the list, the bigger the headache for
  25. Bill Clinton.
