  4. U.S. firms can open offices, but they still can't do business
  5. with Vietnam

  8.     George Bush has decided to move one square forward on the
  9. "road map" he uses to guide the improvement of U.S. ties to
  10. Vietnam. With Hanoi opening its archival records of missing G.I.s
  11. and returning their remains, he has permitted American firms to
  12. open offices and sign contracts for future business. Though a
  13. U.S. embargo still bars them from buying or selling goods and
  14. services, American companies are glad they can start to
  15. establish a presence in Vietnam. For its part, Hanoi wants
  16. Washington to stop blocking World Bank loans crucial to
  17. Vietnam's development. U.S. officials hope more trade will help
  18. open up the country. But POW activists adamantly oppose lifting
  19. the embargo outright -- a decision Bill Clinton will have to
  20. make.
