  8.     Bill Clinton is mulling ways to link blocks of federal
  9. agencies and departments in order to advance major policies
  10. quickly and efficiently. The Departments of Energy and Interior,
  11. for example, might form a kind of task force with the
  12. Environmental Protection Agency and the Nuclear Regulatory
  13. Commission. Sources close to Transition Central say the
  14. President-elect is now leaning toward elevating EPA to
  15. Cabinet-level status. Top choice for Secretary of EPA: former
  16. Colorado Senator TIM WIRTH.

  18.     Situation Wanted

  20.     The word in New York these days is that just about
  21. everyone of any importance in the Bush Administration is taking
  22. a stroll down Wall Street to see what's available. JACK KEMP,
  23. for example, has been talking to Bear Stearns about the
  24. possibility of joining the investment firm. But a knowledgeable
  25. source at the firm says that neither side has come to a
  26. decision, adding, "We don't just want a nameplate."

  28.      Running Out the Clock

  30.      The Senate Select Committee on POW/MIA Affairs will hear
  31. testimony this week from relatives of missing American
  32. servicemen who claim they have been defrauded of millions of
  33. dollars by MIA HUNTERS, who in some cases promised to bring the
  34. missing men home alive. But the committee is running out of time
  35. to investigate such claims. Lawyers for several of the MIA
  36. hunters in question have raised legal objections that may tie
  37. up the probe until the committee's mandate expires on Dec. 31.

  41.     The Pentagon has quietly arranged for the use of an
  42. Italian air base, just in case the Yugoslav conflict triggers
  43. international military action. Under an agreement signed in
  44. October, 12 American F-16 FIGHTING FALCONS would hop over from
  45. Germany and park at Gioia del Colle, south of Bari, Italy, when
  46. needed. The Italians have also agreed to allow expanded U.S.
  47. operations at Sigonella Air Station in Sicily.

  51.      The grand gothic headquarters of the Chicago Tribune has
  52. been designated a smoke-free zone, from the basement to the
  53. executive suites on the 24th floor . . .with one exception: the
  54. ramshackle cubbyhole on the fourth floor, where numero uno
  55. columnist MIKE ROYKO bats out his prose.

  59.     After his spectacular debut last year with Boyz N The
  60. Hood, director JOHN SINGLETON was asked what sort of film he
  61. would make next. "A masterpiece," said the young tyro. Not
  62. according to insiders who have seen a rough cut of Singleton's
  63. latest, Poetic Justice, starring Janet Jackson and rapper Tupac
  64. Shakur. The audience turned thumbs down when Columbia Pictures
  65. held a test screening last month. Singleton lately has been
  66. reshooting some scenes.
