  4. A federal judge orders Miami to create arrest-free homeless
  5. havens

  9. Or when city officials want to sweep you away like litter when
  10. the tourists come to town. In a ruling designed to offer some
  11. civil rights, if not civility, to the homeless, a federal judge
  12. in Miami has ordered the city to set up two "safe zones," where
  13. those without addresses can eat, sleep and bathe without being
  14. arrested. Although the decision applies to Miami, similar legal
  15. challenges to anti-vagrancy laws are under way in Las Vegas, San
  16. Francisco, New York and elsewhere, and the Miami case breaks
  17. ground. Miami officials say they'll appeal the decision, and
  18. Vice Mayor Miriam Alonso says the judgment is bad for the city:
  19. "Homelessness is not the best image for tourism or business or
  20. the community at large." Miami also faces a shot in the
  21. pocketbook: the American Civil Liberties Union is seeking
  22. damages for the homeless of as much as $50 million.
