  4. A court ruling paves the way for women at Virginia Military
  5. Institute

  8.     Defenders call it a bonding experience between college-age
  9. men sharing the rigorous physical regimen and discipline of a
  10. military education. Opponents call it state-sanctioned
  11. discrimination that ultimately bars women from access to power.
  12. Last week a federal appeals court in Richmond called it
  13. unconstitutional and ruled that the elite Virginia Military
  14. Institute must remedy its all-male admissions policy by opening
  15. its 153-year-old doors to both sexes, providing a separate
  16. program for women or forfeiting more than $10 million a year in
  17. state money. But while the decision overturns a lower-court
  18. ruling, it sends a mixed message by not ordering V.M.I.
  19. outright to admit women. Feminists say this demonstrates the
  20. reticence of even the court to tread on the Old Dominion that
  21. spawns many of the nation's leaders.

  23.      School officials and faithful alumni contend it is simply
  24. a matter of diversity in approaches to education that, if
  25. stymied, will backfire. "It's going to be the death knell of
  26. single-sex education," warns Stephen C. Fogleman, chairman of
  27. an alumni task force fighting the change. But two of the options
  28. presented by the court are highly unlikely, says an A.C.L.U.
  29. lawyer who supported the Justice Department's case against
  30. V.M.I. "The handwriting is on the wall. The only way to cure
  31. this constitutional defect is to admit women."
