  6.     German violence toward Bosnian and Romanian refugees, says
  7. Foreign Minister KLAUS KINKEL, has filled the government with
  8. "deep shame." But the civil unrest has also inspired fear. Since
  9. January, more than 320,000 Bosnians, Croatians and Romanians
  10. have sought asylum in Germany. The German government is now
  11. paying the Romanian government to repatriate its citizens but
  12. still expects at least 130,000 more refugees to arrive by the
  13. end of the year. Germany provides asylum seekers with housing,
  14. food and free medical care. But unemployment in the area of
  15. eastern Germany where they are housed averages 30%, adding fuel
  16. to the racist resentment many citizens feel toward the
  17. newcomers. Civil order is increasingly fragile. Says a senior
  18. German diplomat: "It is out of control. We have to worry about
  19. civil war."
