  4. Belgrade redraws the country's borders, but the fighting
  5. continues

  8.     What remains of Yugoslavia pretends to be a country, but even
  9. its own army doesn't seem to know where its borders are. Last
  10. Monday Serbia and Montenegro, the only two of the six republics
  11. not to declare independence, announced the establishment of a
  12. new Federal Republic of Yugoslavia. The constitution of the
  13. remapped Yugoslavia recognizes, at least for now, that its
  14. territory ends at the shared border with Bosnia-Herzegovina.
  15. Diplomats optimistically interpreted that fact as a renunciation
  16. of Belgrade's prior claims that Serbs in any of the republics
  17. had a right to belong to an expanded Serbian state.

  19.     But try telling Belgrade that its own constitution proves
  20. that the Serb-led Yugoslav army is now an occupying force on
  21. the foreign soil of Bosnia. One week into a new cease-fire,
  22. fighting continued unabated in at least five towns, as well as
  23. the capital city of Sarajevo. In a letter to Bosnian officials,
  24. army chief of staff General Blagoje Adzic refused to remove his
  25. troops, which number as many as 100,000.
