  4.     DIED. Paul Ylvisaker, 70, educator and urban planner who
  5. chaired President Lyndon Johnson's Task Force on Cities in the
  6. mid-1960s; of a heart attack; in Washington. As a government
  7. official and as an educator at Harvard, Princeton and Yale,
  8. Ylvisaker advocated funneling federal funds to social programs
  9. that helped ameliorate poverty in cities. He served as New
  10. Jersey's first state commissioner of community affairs from 1967
  11. through 1970, and helped plan and administer the construction
  12. of the revolutionary Meadowlands sports complex, which includes
  13. a stadium, an arena and a racetrack in the heart of a marshland.
