  4.     In Russia he is known as the incorruptible paladin of
  5. democracy who resigned because he could not countenance
  6. dictatorship. To the rest of the world he was the public face of
  7. perestroika who played a pivotal role in ending the cold war. So
  8. it is a bit strange to see Eduard Shevardnadze staging a comeback
  9. in the one place where his reputation has been dogged by obloquy:
  10. his native Georgia.

  12.     During the republic's campaign for independence, the
  13. erstwhile friend of Mikhail Gorbachev was branded a "top Kremlin
  14. agent." But in the wake of ousting dissident turned despot Zviad
  15. Gamsakhurdia in January, Tbilisi leaders took a more benign view
  16. of the onetime Georgian Communist Party boss and last week
  17. appointed him to chair the new State Council, effectively giving
  18. Shevardnadze stewardship of his mountainous homeland. The
  19. veteran diplomat now faces pressing tasks: staving off economic
  20. collapse, healing the divisions created by months of civil
  21. strife and ending the isolation into which Georgia was pushed
  22. during Gamsakhurdia's flirtation with dictatorship.
