  7.     Bush advisers are beginning to wonder whether campaign
  8. manager ROBERT TEETER is the right man to lead the re-election
  9. charge. Teeter's peers at Bush Central say that while the
  10. pollster is unmatched at analyzing the public's mood, he has
  11. been unable to articulate a clear strategy to his team. New
  12. Hampshire was bad enough. But in South Dakota last week, Bush
  13. took only 69% of the vote, running against Runcommitted.S Senior
  14. advisers to the campaign are distressed over the President's
  15. ineffectual commercials and floundering field operation. Says
  16. one: Teeter likes to say he's in charge of the campaign. Now
  17. everyone is waiting for him to prove it.
