  7.     Old habits die hard. Military experts in the former
  8. Soviet Union were mighty uncomfortable last week about the
  9. prospect of sharing their most important secrets with the team
  10. of U.S. technicians arriving to help dismantle their nukes.
  11. Meanwhile, American officials are concerned that unemployed
  12. experts in nuclear weaponry, aircraft design and other military
  13. technology may be tempted to hire out their skills. Washington
  14. has no intention of drafting all that talent but has drawn up
  15. a list of those the U.S. would like to see stay put. Part of the
  16. $400 million appropriated by Congress for nuclear-disarmament
  17. assistance may go for salaries for the key wizards. Sort of like
  18. a high-stakes version of paying American farmers not to plant
  19. crops.
