- DIED. James Fletcher, 72, former head of the National
- Aeronautics and Space Administration who served two stints as
- head of the agency, from 1971 to '77 and from 1986 to '89; of
- lung cancer; in Washington. During his first term at NASA, he
- persuaded Congress to fund the space-shuttle program, saying it
- would pay for itself. Although it didn't, President Reagan
- brought Fletcher back to revive NASA in 1986 after the
- Challenger explosion revealed the agency's managerial disarray.
