  4.     DIED. James Fletcher, 72, former head of the National
  5. Aeronautics and Space Administration who served two stints as
  6. head of the agency, from 1971 to '77 and from 1986 to '89; of
  7. lung cancer; in Washington. During his first term at NASA, he
  8. persuaded Congress to fund the space-shuttle program, saying it
  9. would pay for itself. Although it didn't, President Reagan
  10. brought Fletcher back to revive NASA in 1986 after the
  11. Challenger explosion revealed the agency's managerial disarray.
