  4. Judge blocks a law restricting prerecorded phone sales pitches

  7.     Ring! Hello? Argh! You've missed the final seconds of an N.F.L.
  8. play-off game to answer the phone only to hear a recorded voice
  9. pitching some product you don't want. Why, there ought to be a
  10. law . . . !

  12.     Actually there is. The Telephone Consumer Protection Act,
  13. which restricts telephone solicitation, went into effect Dec.
  14. 20, and is already being challenged. Kathryn Moser, who runs a
  15. chimney-sweeping business in Keizer, Oregon, says the law hurts
  16. her marketing, and got U.S. District Judge James A. Redden to
  17. issue a preliminary injunction on the part of the law that deals
  18. with prerecorded phone solicitations. The injunction applies
  19. nationwide, and the Federal Communications Commission will
  20. probably contest it in court.
