As a result of tight fiscal policies, Dutch foreign aid has slightly contracted over the past few years. The Dutch government actively pursues a policy to link foreign aid and human rights. This led to a clash with Indonesia which, as a former colony, was one of the biggest receivers of Dutch support. In 1993, Indonesia turned down all Dutch aid, accusing the Netherlands of interfering in its internal affairs.
