  2. ###  set flood-join <#joins>[:<#seconds>]
  3.    specifies the flood threshold for channel joins.  if the
  4.    same host joins the channel more than this many times
  5.    consecutively within 60 seconds, it's considered a flood
  6.    and the host is site-banned.  you can also specify the
  7.    number of seconds to scan by adding that after a colon
  8.    (:).  setting the number of joins to 0 disables join
  9.    flood protection.

  11.    this setting is also used to detect nick floods.
