At any given time, one side of the Earth is closer to the Moon than the other. The water in the oceans on the side of the Earth nearest the Moon is attracted towards the Moon more strongly than the oceans further away, thus the oceans are lifted several metres causing "high tide". There are two high tides every day and between high tides there is a low tide. The Sun also causes tides on Earth, but to a lesser extent.
