  17. <p>    U.S. airline fares are behaving like a jetliner climbing
  18. out of a tailspin. After tumbling some 12% since 1981, the cost
  19. of flying has risen by about 10% in the past three years and by
  20. around 6% so far this year, even though passenger traffic has
  21. been flat. The price hikes have stirred the suspicion of the
  22. Justice Department, which launched an antitrust investigation
  23. into possible collusion among the nation's major airlines. The
  24. Justice probe is seeking to determine whether the fare hikes
  25. were economically justified or the airlines acted in concert to
  26. raise prices.

  28. <p>    The investigation was triggered by the announcement on
  29. Sept. 18 of an American Airlines fare increase. Within several
  30. days, eight other carriers, including United and TWA, followed
  31. suit. The airlines deny the possibility of collusion, insisting
  32. that fare decisions are made independently. But critics charge
  33. that the carriers use their sophisticated computerized
  34. reservation systems to signal pricing intentions to rivals.
